Dear Dorothy,
You asked me: Who came up with the theory that whales communicate? and What
kind of equipment is used to allow humans to hear and/or know about echo
location"

My knowledge about whale communication is quite basic. Dr. Bill Watkins is
certainly one of the leader in whale communication but I don't know if he is
the first that implemented the theory. I think you might be able to find a
lot of answers to your questions and some experts in that field at this
website http://newport.pmel.noaa.gov/whales/staff.html.
The Hydrophone is the device which will permit to listen to the acoustic
energy underwater. Here a good website on the subject

Sorry if I misunderstood your previous e-mail and my best of luck on your
project,
Martine
