I was kayaking in mid September in Desolation Sound (North of Vancouver 
Island, Canada). In the evening I noticed that all the barnacles and fish 
seemed to be lit up in the shallow areas of the bay around my campsite. Any 
ideas of what this phenomenon is? The water that I splashed seemed to glow.

What you saw was bioluminescence. I ran a quick search on the web, and the 
following looks like a good website to give you information on the topic:

It's really cool to see dolphins swimming thru water that has 
bioluminescence in it.
