Subject: update on Russian beluga meat sale (fwd)

At 1400 local Moscow time, 14 September, the Russian government announced
their descion to stop the beluga hunt, refuse to issue any additional
export permits, and revoke the existing domestic quota of 2100 animals.

This decision came following an emergency meeting in the office of the
Deputy Prime Minister.  Attending were members of the Foreign Ministry, the
State Committee on Fisheries, Fisheries Institute (the only ones supporting
the whaling), Marine Mammal Council, and Russian CITES Authorities.  The
CITES Authority was the strongest proponent of cancelling the hunt, citing
its unsustainability, lack of knowledge regarding Russian beluga
populations, and the damage to Russia's reputation.
